As has happened for many cities in the West, the industrial waterfront in Dalian, China has changed with the economy of the city. Increasingly, service, commercial and residential sectors are expressing demand for centrally located land with access to the water. This master plan creates a development framework connecting a major transit hub with the waterfront, tying together a series of development parcels with a newly created open space network.
